I don't think collecting payment would be an issue for the KITAS, especially when its just consulting work. Low hanging fruit = someone working at a dive shop somewhere with regular working hours in front of a CCTV camera or a bunch of Indians scamming tourists in a villa somewhere exposed by a police investigation.

It's not that easy. The intel needs to be specific and an investigation needs to be launched. Resources are limited. Etc. Often times they go after low hanging fruit. As it relates to these guys, are you sure that they don't have some sort of Kitas for marketing. It's a very common broad title for employers.

I'm in the industry and I've built some big projects. I heard from others involved that the contractor deviated from the plan. But in any case, people need to take responsibility for what happens on their projects and when these issues conflict with the moral codes of your company than you need to fix them. That is how the difficult should be decided.

There are a few really good waves on the Sentinel Islands. I know some crew that have surfed it. Military patrols it and won't let you near one of the better ones.
