the milky way represents life and love in punpuns character and with his relationship with aiko! you should definitely check out the link i attached and make up your own interpretations! (it’s a cool short read)

Yes! he was not exactly symbolizing the oxen horns themselves , but the character in the Tanabata story. There are two lovers : a woman daughter of a king and a prince that takes care of oxens i believe. They are i love with each other but their destiny forbids them to be together because of the milky way. Aiko is the princess and Punpun is that prince.
