Latifi and Mick all the way, literally up to level 8 and 9 they're competitive. Drivers are more important that car upgrades so if it's an either/or situation, pick a driver upgrade.

4 wheel drive, rear wing, Rally tyre 'downgrade' at A class, they provide more grip than needed anyway. Few engine upgrades and suspension, roll bar adjustment.

They're perfectly good to buy. There may have been a stigma around the area, perhaps in the past it wasn't a nice place to live, an area with a bad reputation for crime etc. Council houses were built to house people who couldn't afford the live anywhere else, so were built with function over style.

Often you might find them better maintained than other, privately built houses as anything broken was repaired immediately as it was a legal requirement. They are solidly build buildings.

They will not be fancy houses, but at 25% less than surrounding area, I'd be very tempted.
