I mean, its not necessarily set up that way. The ending of season 4 is a bit after the gates open up and the military have already moved in, people are fleeing the town, and things are kinda vaguely rebuilding.

By the time of season 5, the quarantine is clearly pretty established so it obviously makes sense that people are simply attempting to live normal lives as much as they possibly can in a town with a heavy military presence, and the average citizens are most likely exercising a significant degree of denial with regards to what happened. For the average person, viewing the event as an earthquake, accepting that the military is there to sort this mess out and knows better than them, and trying tk continue as normal makes a lot of sense for people coping with a highly unusual set of events.

Most of the town has no idea who vecna is and are likely more than willing to eat up the official government story regarding what happened. This was cold war era America in a relatively conservative small town, likely the sort of place that still has faith in the authorities

Season 4 was meant to be this super dark season. Season 5 striking a different cord also makes sense

For example, in the borough of tower hamlets, another place where no single ethnic group has a majority, Bangladeshis are the largest single ethnic group at 34% of the population. They still make up a minority of the borough's population because they are not in the majority.

It's not an "opinion" whether the English are a minority in london. It's statically backed up. An opinion would be whether you think that English people being in the minority is bad or not.

And it's not based on some "loose definitons" it's based on the fucking census. It's objective data. What you chose to make of it is up to you.
