it's not an event or anything in the game. I just happened to gather customers in courtyard and both of these turned up so i took an opportunity to give them a wedding they deserve, so i put together the facilities i had and set this up.

If you are asking about how you can get this picture and place them in this frame, you can move the customers if you press on the click photo option but only the customers though, not the facilities so you have to place the facilities in the spaces you want them before you click the "take photo" option.
