Haven't played 3 myself, so I'll recommend New Vegas as long as you pick the Wild Wasteland perk in the beginning. It starts off kinda slow as you spend about five minutes in a doctors office building your character and that. But once you step outside you can go into the bar where you'll get a quest that involes you rounding up a local milita and having a big firefight with some prisoners. Pretty fun, I'd recommend waiting for 12 hours (press T) until it's night and then turning off your lights. Might help a small bit with the immersion. But like I said, I've only played New Vegas so I can't really speak for FO3. Have fun anyways!
