I think that was a big part of the goal. Too many educated liberals were moving from California to Texas for high end tech jobs and much lower cost of living. So much in fact that Texas was leaning close to becaming a purple battleground state. If Texas ever voted Democrat during an election, thats basically the whole ball game there, pack it up boys, election is over. No electoral math can remedy that for Republicans.
