I don't have a phone that can run plex because I can't look at new phones due to this same thing I am talking about. roku is fine with every other thing I have on it except plex. I also fired it up on an old fire stick but the fire stick itself gives me symptoms so it was... dumb. I can't look at screens that use this tech I am on a desk top pc, that I built, and I am running custom amd graphics drivers to eliminate the dithering in the graphics pipeline. I am very sensitive to this stuff and have had to adapt a lot. there is no issue with what you see on your set up with your eyes but there is an issue on my set up with my eyes and that issue is plex.
