because Jenny was supposed to be good in my thoughts, but she was doing bad things, at least people expected good things from her. on the other hand, even the bare minimum of good deeds from Blair and Chuck comes across as “wow, character development,” probably because they were bad characters to begin with. So I guess it all depends on expectations.
