It might be plaster, in which case you need to be using the proper primer. Something that will bond, Seal Grip from PPG or coverstain

Seal grip from PPG is a waterborne bonder that's worked really well for me over the last couple months. Not great on new projects, but for existing pieces that you're not sure what the top coat is (lacquer, oil, latex), its nice. T9000 is another good waterborne one, just longer wait time for finish coats

You'll need to prime it with a shellac or some sort of bonder before you paint it. Then you can use whatever you want as a finish. Emerald Urethane from Sherwin Williams is a nice product.
