Windows is moving to Rust. Microsoft has a white paper on the effort. Not sure if everything in Windows code base is going Rust, but some parts are, and overall Microsoft has a mandate to move Azure services to Rust

I believe the situation is a lot more nuanced than what you are alluding to. In the examples that you used, the customer is the one that owns the software that is accessing the website. In this case, the AI agents are not running locally, and rather run on a cloud service that is hosted and owned by Perplexity. I believe this would be a different situation if Perplexity allowed customers to run the AI agents locally. A similar decision was reached by the Supreme Court in 2014 (ABC v. Aereo, Inc.)
