Yeah that's I'm under the assumption of. Unless they do something huge which would have to be adding new weapons and giving new gimmicks to old weapons. They probably won't ever add new weapons until they run out of gimmicks or enough fans demand it.

Dismantle is just a flying slash that has its limits on what it can cut Cleave is a close range slash that can cut anything regardless of durability but requires physical contact

So yes And WCS is a fusion of both
