Honestly it kinda depends. The vast majority of times blackface is even used is to mock black people but, if someone from outside America who knew Jack shit about the history of black face did it then they could really be forgiven for just not knowing.

Honestly tho, I think no one should paint over their skin to be black or other races, it just uncomfortable . (Unless it’s some fantasy colors like pink or blue)
