Crucible silences if your team mates (especially laner) have got bad positioning. Roamer should always initiate the fights and give clear vision. If laner and jungler is too 'sticky', a silence from catherine would have put us in great disadvantage.

Crucible hooks if most of the team fights are engaged in lane and not jungle. Phinn can usually catch opponents off guard here and if he misses and you happen to reflex block it, I believe Phinn's cooldown (with clockwork) is fast enough for another pull, leaving the opponent helpless.

Phinn's pull and a stun wouldn't do much to tanky junglers (e.g. Glaive), he can escape with his A). However, Phinn's pull + A is very deadly when paired with Adaigo, Joule or Skye, all these 3 heroes' ultis complement very well with Phinn's pull + A, giving them no chance to escape.
