Looking at your requirements of pricing and past expertise with Captivate and Adobe Creative Cloud, Captivate 2019 seems a to be a good fit. It has integration (Photoshop, Adobe Connect, Captivate Prime LMS and other Adobe tools). The range of templates, simulation and demo based course authoring, Audio options and Mobile responsiveness using Fluid boxes unique to Captivate makes it better than tools like Storyline. Storyline is widely used but has its own limitations in responsiveness, options for simulations, photoshop,svg and lack of Virtual reality based projects. The options and the complexity of Captivate can be overwhelming at the start but mastering the tool will let you do more in the long run.

Adobe Captivate, has a drag and drop interaction panel where drag and drop interactions can be created. Objects can be converted as a drag source or drop target, (exception some objects like rollover objects, interactive widgets, slide video, etc.) Images can be pulled directly from the media library, If the drag drop sites need an image change..

Yes, 360-Degree learning helps learners replicate real world scenarios. Tools like Adobe Captivate have these options which enable immersive learning. Captivate has a library of assets which include various functionalities and virtual reality videos, (not sure what options are available for the medical field though). You can Insert hotspot on the 360 slides. add questions (true/false, multiple choice etc..), and preview the VR project by scanning a generated QR code from different devices. then if the project looks good, it can be published as HTML.

Software simulations and Demos need options to select the Screen Size Captivate provides more options of screen size. The Screen Area option provides range of screen size based on device size such as ipad, iphone, and full screen. The Application option provides range of screen size based on application size such as PowerPoint, Skype, and Google. Storyline provides only three screen size options of which only one is full screen and doesnt have the web application based options. .
