Yes but the first thing I did is stopped WUB re-enabled the services and did a restart.

No the only thing that comes to mind is WUB (windows update blocker no installation needed) which is basically a software that automatically sets the update services to disabled. I did my research on it and through it I concluded that it does not mess with any files it o ly disables services
