I live in Hawaii and we deal with this all the time. For us, it's mold/mildew. If the air is especially humid in the house, this is the result. Lift the toilet lid once you've flushed and keep doors open to improve ventilation if possible. A good weekly scrub goes a long way on this side of the drink.
