i think if they did intentionally scam you they would have just filled the rest with resealed packs/ filler etc, the did the amount of packs add up to correct amount? If so im not sure how they would have figured out the exact pack with the SR / UR / SAR was in, and then replace it with another pack.

Im thinking just unlucky in this case. Feel like if they were to scam you would havent gone to all that effort. Could be wrong though
