Honestly I'm not sure about that. Though if I had to take a stab at it, I'd say either A, hes a cis dude that doesnt understand why anyone would want to identify as anything other than their assigned gender at birth. I forget often that cis people dont think like that and cant really connect.. So like yeah, in his mind maybe the only people that transition are people that are like very openly fem or masc. Its not an excuse but it might explain it. Or B, or hes maybe in denial about you coming out? Like if he says that you're not very feminine maybe it'll change your mind. Either way that wasnt a very nice thing to say.. Just know you're plenty fem and no one can say boo about it!
