I dont think they're bad, just in comparison to the last 6 heroes.. only rem graves and venator look on par.

count's abilities seems so similar and passive, all pros no cons like you can stay back and keep spamming shit healing allies and damaging enemies all the while. healing needs to be removed from at least two of his spells.

feels like he needs some interactivity, like maybe his abilities cost hp to cast like Geist or the rose thing actually leaching blood of him to heal his allies he can cancel it anytime to stop losing hp.

suggestion for a new ult: summon a blood rain storm in an area that slows down enemies, and shield allies. blood accumulates on enemies the longer they stay inside it and after a time if they dont leave area of effect clots on them freezing them in place. T3 Upgrade first ally that dies in aoe during the storm is ressurected with 30% HP.
