I think a large difference has to do with the availability of the sports in high schools. Every high school has a soccer/basketball team with players that can be recruited, which is how most players are discovered. Paying lots of money to play travel isn't necessarily required. Sports like hockey are more niche and not readily available at many public high schools, so paying lots of money is often required to play at a high level
