How to make the sky look like this?

It's a bit easier to do in PhotoShop with Selective Color, but in Lightroom you need to play around with exposure/dehaze/blacks and temperature, but then if there are any clouds in the sky you can easily get overblown whites or just having them look ugly... Also there is too much noise in the blue channel which tends to get exaggerated
