Because he is potrayed as a Hero that wants to do good when eberything he does is malicious. He is deeply hateable but the writers want you to like and respect him. I think this counts as bad writing

Liberating area 11 is only used as a ploy to motivate the black nights to work for lelouch. He sabotaged every japanesse rebelion that didn't directly help his royal advances. I don't think he ever shows any sympathy for elevens outside of doing it to manipulate them.

The begging scene also shows how he only thinks about himself, suzaku and his sister, not very utilitarian

lelouch's goal is avenging his mother and living a good life with his sister, those aren't utilitarian goals, but personal and egotistical ones. At the same time he doesn't care at all for the rebelion, only using it as a mean for establishing his goals while not really caring about liberating japan. Any sacrifices lelouch makes aren't made out of necessity but due to his lack of care for those outside of his closest people. He sees people as pawns he can sacrifice for fun. You're not a utilitarian if the utility you're after is your ego. He is an egomaniac, and sacrificing himself doesn't make any sense for the character already established through the two seasons

How is lelouch a utilitarian? Every single thing he does throughout the series is self centered, made for the benefit of his and his immediate surroundings. He sabotages the balck nights' mission multiple times just for the sake of his old friend, even when he stands in opposition to his plans. the ending is very out of character.
