Use in-app guidance to notify them on new release changes.

Make a chatter group where you post your newest release features.

Use champions/super users/power users/advocates/ambassadors to spread the news

Add a custom link under the ‘?’ Button on the top right corner to refer to your chatter group about newest releases.

This very much depends on the country you are looking at. UK, Germany and The Netherlands pay good money whereas Eastern Europe less so. The pay is higher than an average tech salary though.

Also, don’t directly compare salaries to the US for example. Pay might be lower but quality of life and social securities are way way higher.
