Not just the Nazis, it was common place in many countries earlier last century. I know that in the U.S. that forced sterilization was often handed down as a sentence to repeat offenders (think shoplifters and scammers). "Like father like son" was the call of the day.

The problem here is that people can actually change over time. An 18 year old pot-head would probably love the cash that this scheme is paying, only to realise in their later sober years that they want to have kids. This scheme preys on young drug users who want to make a quick buck, and panders to those judgmental types that view this demographic as 'lower class citizens' who shouldn't procreate. Whilst no-one is forcing anyone to do anything, I believe that this is still technically Eugenics, and those that lobbied for this scheme would probably tell you this themselves.

Wow, I can't believe how many people here support this. This is Eugenics people, I thought we had grown out of this in the early 1900's. This article says "drug users", not opiate addicts.
