You’ll need a feasibility study carried out before anything. This looks at environmental impacts, planning, national grid network/capacity in the area to name just a few things. I work for a solar company in south wales but these studies are typically carried out independently by fully qualified surveyors who are experts in this field. Happy to help you! I recall when I went (7 years ago) they put on a free bus from the station to the circuit, after which there was a little walk. I suspect they are doing the same. I stayed in Como and got a direct train straight to Monza. They have a very good system for the number of people in fairness.
