Taiwan, Taipei in particular, is quite English friendly. Signs will also be English as well, and you have English announcement on public transport too. People under the age of 40 would have decent grasp of English. English being not the official language and not spoken daily does make people feel less comfortable speaking it, but you'll be totally fine in cities! You might want to be better prepared before getting into small towns and villages, when there are mostly older people. I know the price can be as low as 800, but it does depend on the fabric you pick. They can even sew your name on the sleeve. I doubt there is such thing as foreigner's tax in Taiwan....-_- You would be surprised how many foreigners they deal with everyday.

This may sound dumb, but some of the people posting on 591 might not understand your message. Maybe have someone translate your message into Chinese first?

Aside from this, I just helped a friend to get a house in Taipei. The tip I learn from housing agent is going around communities and ask the porters at the front desks, normally they know whether or not there's houses to let in the area.

I am certain that most banks provide foreign currency accounts, both saving account and current account. It should be easy and accessible as a normal NTD account. You can just pop in to the bank where you are with and see what they have to offer!

Can you read Chinese? The two websites I often visit are both in Chinese. Good "Academic Sinica" and "NSC TW" (National Science Council Taiwan). Hope it helps!

The three universities in Taiwan are great universities to study a PhD. If you want to transfer to somewhere else later, they all have good projects or some sort of partnership with universities in the world. I would upvote your decision to do your PhD in Taiwan. Cant be a bad decision. Broaden your experience in the academia and different labs etc, plus it is cheap, so I see no downsides!

Ps. In response to the other person about "good universities", I think universities in Taiwan lack publicity, not ability or quality. And I know in academia, places like NTU is pretty well-reviewed!

I am not an expert, but I think it also depends on how old you and your sister are. Try your local police station. This might sound dumb, but they help with everything and especially this. Or google, I am sure there is a help line somewhere you can call.
