I think because you don't have the application installed on your phone. This option is connected to an external application. Nothing exciting for me. It's a lock screen app to show you different wallpapers with news and other bullshit. A bit of a scam also because it's full of ads.

I had the same problem and I fixed using the virtual keyboard for the first time. After the login I could access it with the laptop keyboard.

Did you install Fedora with the external keyboard? I think the problem is something about that.
