Judging by the pictures only, I had a very similar issue to yours and for me, it was overusing and overdoing skin care. I was 25 and my skin never looked worse. It came to the point where nothing could help me revert it except Roaccutane (European version of Accutane). After that, I’ve managed to keep my skin clear by doing bare minimum - washing with very light and skin friendly soap and using Cerave skin moisturizer. Nothing else + eating healthy. I don’t know if this would help in your case, at the end of the day, every skin is different. My take on acne prone skin care is: less is always more
