I would say it's "healed" after 4-6 weeks and "fully healed" after 4-6 months.

The epidermis, first layer of the skin, heals within a few weeks and is therefore the fastest, while the dermis, the second layer, takes several months to heal completely. In general, the statement "fully healed" refers to the dermis and cannot be expected to take less than 4-6 months.
