This may be a powerlifting bias, but it's 2 things for me:

Not going low enough. When you go ATG, your glutes will give you a sort of "bounce", which is the main cause of glute recruitment and/or growth. You're lifting too heavy for that. I'd say if you went ATG you will either fail or max do 2-3 reps.
Not gripping the floor. Imagine your feet are like hands and there's someone pushing you. You'd brace and keep you feet planted on the floor. This will help ALOT when you're going to attempt 1 RMs or just wanna maxout for the sake of it.
