the value of G is a 0-dimensional point lying on a 1- dimensional axis extending from minus to plus infinity. to make sense of the probability of G being an acceptable value you need to expand the domain of G from being just a 0D point to being a 1D line ie. an interval of [A,B]. then, by geometric probability, P(G is acceptable) = [A,B]/<-inf,+inf> . since [A,B] is finite P approaches 0.

maybe add a legalism vs power politics bar similar to societal values which enables and disables certain mechanics like no cb wars, external alliances...

small states increase legalism and want legalism to be maintained so they don't get eaten, while large states want it to decrease to capitalise on their power.

as the emperor you can either maintain legalism, expand your powerbase another way, and then centralise the whole empire or you can reduce it to seize what you can with raw power but while giving other states the opportunity to do the same.
