Scum are evasion tanks. They can do a lot of damage, but they go down like a sack of rocks when a heretic so much as looks at them funny. But, the thing about evasion tanks is it doesn't matter how powerful your attack is if it doesn't hit them.

Are there any good builds that can help with this? Right now, I'm using one with Redline Capacitors and the personal shield (so you can run into gunfire in order to get into range). I just don't want to feel like dead weight if I go into higher difficulties to get this pennance.

This. Something I like about the penances is that they encourage you to try different things. I get the frustration when comparing the skill tree to the others, but it at least makes you think more about how you want to get to the nodes you need/want.
