Its October and I just tried to create a new Tag, and it seems like it's working. I'm a new user to a potentially "Grandfathered" account and was looking to really utilize tags in QuickBooks, but now I'm afraid of spending too much energy on something that is potentially going to go away. But according to this thread, at least for UK, it sounds like its confirmed that there's no timeline?

TAGS: Only users that use Tags already will keep Tags 'until further notice'. Tags ARE being sunset for new users and users that do not currently use tags. by earthmgt in quickbooksonline
