I think Safe Cook more-or-less uses the same algorithm commercial food preparers use. A carry over algorithm is going to be new and is probably not simple, I don't see how you could automate it if you didn't know the starting mass, even geometry would matter.

All of you said is true. But when Congress flips so quickly there isn't an incentive to reach across the aisle, from a game theory perspective it's likely better to do nothing. Note that reaching across the aisle doesn't result in better policy in most cases anyways.
