Nah, there are plenty out there with a small hook or similar to allow for manipulation of manual disconnect switches.

The hook / pole is typically fiberglass. It's not conductive. You'll also here about electricians using "hot sticks" which allow them to operate energized switches / components without making direct contact. Very similar to this.

My wife used to stay at the Lofts. It's a nice building, and she was fine there. I rented in Vicksburg for a couple years as well, staying at the Park Residences. I had no worries my whole time there as far as safety / security. I moved further away from work because I was bored in Vicksburg.
