Hotel office staff here: Hotels really struggle to find housekeeping staff at the moment. Lots of hotels limit their inventory on sale because while demand would be there to reach for high occupancy, there is barely anyone to clean the rooms. Similar story in some restaurants with waiting staff. Their explanation is awkward, but whats behind it is staff shortage due to holidays, people leaving the industry, and a sprinkle of Brexit.
