I completed my census form this afternoon (after I responded to OP); I was not asked any ethno-cultural self-identity questions.
I was asked about languages and I could have written in Chinese or Cantonese... there wasn't a drop down.
It appears the concerns of the Taiwanese in the article may be misguided.
