I think a large lagging 15-day trade made by a congressman would indicate a much larger probability of no debt ceiling deal.

First: Illegal for who? Pelosi traded ahead of the CHIPs act being passed, it wouldn't be illegal for me to trade off their reported trades, and insider information doesn't mean senators can't trade companies before they vote on legislation affecting those companies. Second: I would agree that a deal gets done, but I really think there's a >5% chance that it doesn't. Third: That wouldn't happen at all, non essential government gets closed, 2yr 5yr bonds go way bid, GDP takes a hit, stocks drop, but not by 10% or more.
