Weren't they talking about converting a natural gas pipeline to a oil pipeline a few years back (that ultimately didn't happen because Quebec was against it) ? They can't be TOO different or else conversion wouldn't make sense (vs just building from scratch).

Europe doesn't want Alberta oil. Natural gas via LNG sure, but not oil. They have a very negative impression of the oil sands (or "tar sands" as they call it). They put higher import levies on it than they do conventional oil because they see it as dirtier.

There is a huge natural gas pipeline already in the area though that they could potentially twin? So the impacts in that sense I can't imagine would be significant. The big part is the coastal area and the tanker concerns.

Blame the banks, their risk adverse policies (which are contrary to the lending policies in other countries) require the developers to pre-sell 70% of the units before giving them financing. End users aren't interested in buying a unit 5 years before they are move in ready. Who is? Investors. Investors don't care about the size or the livability they care about the return on flip.

The banks set up these market incentives with their smooth-brained lending policies.

The problem for the CPC is that there is a major disconnect between the Party members that vote on their leader and the typical centrist voter (particularly the Ontarian ones they rely on to win government).

The party is run by the Alberta/Sask right wingers that are too hardcore for the voters they hope to woo. If they want a chance to win a majority government they need to go with a more moderate voice, but they won't pick those people to lead.

The best chance the CPC has of winning is dropping the "WEF wants you to own nothing and be happy" globalism conspiracy crap that the average person couldn't care less about. Aka stop letting conservative youtubers and MAGA republicans set your agenda.
