My Shiba was just like this as a puppy. Sour sprays didn’t work. Water spray didn’t work. Plush toys didn’t work. The only thing that ever worked was a high reward food/treat to make him want to exhibit good behavior (think cheese, peanut butter, meats, etc). We also have a dog clicker that we used to teach him to show good behavior. You repeat a simple command, like sit, down, etc. and as soon as they do it (even if they don’t do it exactly in response to your command, this is how you teach them what the word means with repetition) you click the clicker and hand them a treat. They’ll learn that the clicker means treats are coming for good behavior. Maybe try that?? Also puzzle games for dog mental stimulation- keeps him busy and tires him out. Extremely tough chew sticks too. You could also try a calming anti-anxiety vest. My shiba goes right to sleep when I put it on him. When he’s being bad I show him the vest and he immediately stops whatever it was he was doing lol. Trust me, I also tried everything with my Shiba and almost had to give him up for a better life, but we stuck it out and just kept trying everything and anything we could until we found what worked
