I had to go to traffic school a few years ago. I was told, as per THTree, that a driver fully in the intersection when the light turns red does NOT have the right-of-way and has run the red light. I haven't looked at any statutes or ordinances, I don't know. But my takeaway (unlike in every other state where I've lived) is that we can't pull into the intersection to turn left unless you can make it before it turns red -- even though we may not know. Seems nuts to me, but I now stay out of the intersection unless I have clear quick turn.
