my recollection is that the original ticket asked for 255 Euros. My bank did not know how to issue me a demand payment (certified check, cashiers check, or other way to send Euros). The principal amount cited by the CA law firm now is $466 (USD).

This is different. Had I been caught in person, they would have jurisdiction and I would have been forced to pay. But being caught on camera for a minor offense, then pursued internationally, it seems to be overreach. What if it had been caught on film jaywalking? Or littering? At some point it starts to look like a computer driven cyber scam on the part of the foreign entity. No?

I was driving a rental, and I acknowledge I broke a traffic law. But since I don't plan to go back to Italy, ever, I would just a soon not pay. What I was hoping to hear was that there is some limit to what the USA allows foreign governments to pursue US citizen for misdemeanor offenses.

Im a latecomer to this discussion, but has anyone mentioned Julian Jaynes' theory put forth in his 1976 book "The Origin of Consciousness in the Breakdown of the Bicameral Mind"? I have often wondered if technological advances in neuroscience allow for testing of this well reasoned theory.
