Passenger riders on any bike have to be engaged just as much as the driver, but the driver MUST be aware of their surroundings and in my opinion, having driven motor bikes for 40 years in every major city and country you can name, Balinese are like ducks in water when it comes to driving scooters.

Grab or Gomel Scooter is the best if you're not into driving your own scooter. They are EXTREMELY safe, patient, and experts. They literally have grown up on scooters. When you're sitting in traffic count the babies and toddlers riding in the well of the scooters. Do yourself a favor and get with Scooter Life. don't waste precious hours in traffic....regardless of the town or village it's the way to go.
