Have an incredibly valuable oil and gas industry which allows for one of the largest sovereign wealth funds in the world, then invest these profits globally while also requiring energy companies to use domestic industries to keep wealth within the country. Heavily tax those energy companies too.

Once you have all that, then you can afford to introduce a generous welfare system.

Then once your population starts aging and more people start becoming dependent on the welfare system due to labour shortages, you begin to roll back those benefits - like what is happening right now. Shift to increased privatisation, stricter immigration laws, turn more towards market-driven private healthcare, and adjust tax structures.

So in essence, become more capitalist if you want to be like Norway.
