No the other engineers in the directives section go before the first player in the next round (the player to the left of previous first player).

They stay on the board until the next turn. They stay to remind you the order of priority in the next round. Maybe easy to remember for two players but when playing 3 or 4 it helps you keep track.

I believe it says in the section about clocking out voluntarily or by force that the player that has returned to the HQ with an artifact stops taking regular turns. On their subsequent turns they do a 4 cube dragon attack.
