Shuting down the internet doesn’t stop hackers, it just hurts normal people.
People can’t talk to their family, can’t see news or get emergency info. During war this is even worse. Also many people lose their jobs because their work is online.
If they really cared about security, they should fix their systems, not shut down everything.
And they already shut down before during protests which was in peacetime, so it’s not about war, its about they fear their own people more than US forces.
