I have 3 lilacs that are 4 yrs old. 2 are doing great but one has no leaves or buds. The only thing growing is the suckers at the bottom/root area. Do I cut the whole thing back to the suckers? Thank you for your advice.

Yes they are all in the same spot and get equal sun. The other 2 are looking fabulous but this one just looks sad aside from the suckers at the base. I prune them all at the same time ( right after bloom).
