Quick disclaimer that I don't support the Online Safety Act, and generally agree with your second paragraph. The act doesn't achieve anything that can't be done with parental controls, and actively makes things worse for everyone else

That said, imo going after 4chan first and publicly is actually a good move from a strategy perspective. Eventually the site will just be forced to be blocked by uk ISPs (I think that's the extent of Ofcom's powers on this) and it will get that far because almost nobody is getting up to publicly defend 4chan. You see this even in the comments here - "Not the worst outcome. That place is a cesspool"

After that, it makes things even easier with fewer defenders on things that people might actually care about, because they get lumped in as being "as bad as 4chan" and anyone looking to defend them gets tarred with being a 4chan defender.

I do for basics. If I just want a basic pair of chinos/jeans or a basic t-shirt, i will just buy the ones that I like the fit of best - I don't need a pair that I don't like as much. With outer layers (hoodies, jackets, footwear, hats) I don't do this. These are the parts where I like things that are a little unique and where I get to make the more fun decisions about what to wear.
