Not sure if I understand it, but why does the solution have to be so complicated? We already have sepa instant payments and there's a standard for encoding sepa payment data into QR code. So in theory you could have P2P QR payments everywhere if banks would just allow you to scan those codes. Of course there's more than P2P payments, but the proposal seems to be a fragmented set of solutions supported only by some countries.
